Peking, August 25, 1906. THAVE the honour to state that I have informed Mr. Tong in sense of your telegram No. 151. Before the matter goes further he desires to obtain from his Government as a basis of negotiations a definite general statement of objects and requirements.
Tong desires that this should be communicated officially, but confidentially, to His Majesty's Legation, for the information of the financier, by Tieh Liang or himself.
